Add ANGLE auto-roll script based on kjellander's roll_webrtc.py.
This is a significantly stripped down version of the WebRTC
auto-roller which doesn't attempt to auto-commit CLs or watch the
trybots. If we decide to add that functionality then the two scripts
should be refactored and generalized.
