Omnibox: Remove "New Scoring" about:flag
This new scoring behavior in HistoryQuick provider will be entirely
controlled by a field trial.
Also remove the beacon histogram indication whether an about flag was
used to force behavior. This is unnecessary once the about flag is
gone. UMA logs already provide field trial information.
