New Task Manager - Phases 2.1, 2.2, and 2.4
Implement TaskGroup, TaskGroupSampler and TaskManagerImpl
TaskGroup to group task manager tracked tasks that belong to the same process. TaskGroupSampler performs the expensive resource calculations on the worker thread. TaskManagerImpl is the concrete implementation of the task manager interface.
