Use region code to pick regulatory label

To enable region-specific product labels, we're changing where labels
are installed: https://chrome-internal-review.googlesource.com/#/c/215311/

Manufacturers will include a label for each region they want to configure.
At run-time, the correct label will be chosen if found.

Note: I've also renamed "product label" to "regulatory label", because
"product" refers to the Chrome software, not the device, in the rest of
the About page code.
