Auto-roll script for WebRTC.
A script to ease rolling WebRTC in Chrome DEPS.
The only modifications made are the license change and
removal of the code that handled that the script was
not residing inside a Chromium checkout (which didn't
make sense).
TESTED=Ran tools/roll_webrtc.py from Chromium src/ and verified a CL was created.
