   9 An Oracle Database is normaly running as PRIMARY in OPEN mode.
  10 This is not the case in very rare configurations and leads to
  11 unwanted CRITICAL states.
  12 The OPEN mode can now be configured and the default is CRITICAL
  13 when a PRIMARY is not open.
