* elf64-alpha.c (elf64_alpha_relax_with_lituse): Don't test for
undefined symbols here.
(elf64_alpha_relax_section): Do it here. Also test for not
defined in the current module.
(elf64_alpha_relocate_section_r): Split out of ...
