PID: Use full stick in ANGLE/HORIZON (#311)

* PID: Change scaling of stick command in ANGLE/HORIZON mode: full stick -> max_inclination
* Port RATTITUDE code from LibrePilot to replace Horizon mode
* Don't apply LPF to stick rateTarget in HORIZON mode; only to angleRateTartet (self-leveling)
