Cleanup config.lt in case LT_OUTPUT is in use.
* lib/am/libtool.am [TOPDIR_P] (distclean-libtool): clean up
config.lt as well as libtool.
* tests/libtoo11.test: New test.
* tests/Makefile.am: Update.
* NEWS: Update.
