Add m4_argn.
* lib/m4sugar/m4sugar.m4 (m4_argn): New macro.
* NEWS: Document it.
* doc/autoconf.texi (Looping constructs) <m4_argn>: Likewise.
<m4_car, m4_cdr>: Improve documentation.
* tests/m4sugar.at (m4 lists): New test.
