Obsolete the FT_PARTFILENAME tag
Neither aMule, nor eMule use this tag for anything. It was created, saved,
and forgotten about. aMule will now no longer read, save, send and accept
the FT_PARTFILENAME tag. Moreover, it will be purged from known.met and
*.part.met files on the next save.
