[CpmlPrimitive] Implemented cpml_primitive_near_pos()
The new API gets the pos value of the point on the primitive nearest
to a given point.
The "pos" value is a kind of percentage on the primitive referred
to its length: 0 is the starting point, 0.5 the mid point and 1 the
end point and so on.
