build: do not depend on gettext-0.19.3
gettext 0.19.3 was released on 2014-10-16 08:49:53 (GMT)... far too new
to be a hard dependency. Above all this breaks the build on TravisCI.
Skip version checking in configure.ac altogether. It will be eventually
added later, if required.
