Various changes for Mac OS X 10.4 builds.
- Build with the Mac OS X 10.4 SDK even if running on a newer OS.
- Disable prebinding; it is not needed on 10.4 and the linker warns
about it.
- DWARF debug information is recommended for Universal binaries.
- Make #include <foo.h> search system paths only ("strongly encouraged").
This commit does not change IBOldestOS in MainMenu.nib/info.nib.
