Use address2rir() to ask a particular RIR or IANA if not yet allocated
This disables a heuristic compiled into whois(1) tool. That's necessary
to ditch the tool from the dependencies and use TCP connections
directly.
If an networks range has not yet been allocated, IANA WHOIS server will
be querried. IANA provides redirects. This enabled this program to work
even without noticing the new delegation.
