System floppy:
- Updated to use L:UserShell-Seg instead of C:Shell.
- Added extra libraries needed for Wanderer and HDToolBox.
- Include all of S: (Spat and PCD are referenced in standard
Startup-Sequence).
- Removed "Locale/Help" (not enough room).
- Create directories referenced by standard Startup-Sequence at runtime.
