Setup file dependencies for News/NewsLinker, and make update.php run recursively.
* Implemented XHTMLCompiler_Page->getCTime() and touch()
* Implemented XHTMLCompiler_Page->purge()
* Updated getCreatedTime() and getModifiedTime() to use ctime and mtime
if no git log information is available.
