OBS: fix distro specific .dsc files

OBS: fix distro specific .dsc files

The old, simple way of just providing a .dsc file with a distro specific
name doesn't work anymore.

- switch .dsc format from 1.0 to 3.0 (quilt)
- remove Files: section from .dsc files
- add script to generate the .orig tar, .debian tar and update the .dsc
  files with current length & MD5/SHA-1/SHA-256 checksums of those tar
  files

After copying the latest OBS files and the latest tarball to the osc
working directory, you must run ./generate_debian.sh before committing
the changes to OBS.
