Board traits: Track the 'safe' trait usable for atariescape/selfatari detection
It might seem useless to have the safe trait when we can trivially
deduce this anytime later using the introduced macro. The point is
that when we have a single place where we consistently maintain
the trait, we can then later add a gamma update there trivially.
