muse-protocols: Add Wikipedia support.
* lisp/muse-protocols.el (muse-url-protocols): Add "dict:" handler. This
is used to look up terms on the Wikipedia website.
(muse-wikipedia-country): New option that specifies the country code to
use for Wikipedia.
(muse-resolve-url-dict, muse-browse-url-dict): New functions that
resolve and browse Wikipedia URLs.
