gitweb: Support for special mirror information fields in summary
In case the base_url meta-file is detected in the repository root,
the repository is assumed to be a mirror of the repository specified
by the base_url file, and the summary information is adjusted accordingly.
.last_refresh meta-file is consulted about the date of the last mirror run.
