Adapt to Subversion change, with no .svn directory in each sub directory.

* vc/vc-svn.el (vc-svn-registered): Use vc-svn-root.
(vc-svn-root): New function. Make vc-svn-responsible-p an alias.
(vc-svn-repository-hostname): Use "svn info".
