* configure.ac (RPATH_ENVVAR): Use PATH on Windows.
(GCC_SHLIB_SUBDIR): New.
* Makefile.tpl (HOST_LIB_PATH_gcc): Use GCC_SHLIB_SUBDIR.
* configure: Regenerate.
* Makefile.in: Regenerate.
