param: accompany FN_LOCAL_PARM_CHAR with FN_LOCAL_CHAR
just like with the other FN_LOCAL_PARM macros.
FN_LOCAL_CHAR is the main definition.
This is also in preparation of a possible future
removal of the _PARM variants (when snum is no
longer used...).
