Many fixes after CPANTESTERS report
• Misparsed locally applied patches (passed only first line)
• Misparsed compile-time options (passed only first line)
• Some settings run unquoted to end-of-line
• Not all key-value pairs were separated by ',' in older perl
• Small typo in test comment
