Enable Lib optimalization for non-VPN builds
Reduce images size.
BTW: Commit 41d4a7bb605ca6294dd160f0c5fb379f7d0b927d turn off depends of libssl.so library.
We can now enable lib optimalization also for non-VPN builds and openssl will still works.
