mingw: add & activate sip-sec-sspi.c
That will replace SIPE's own NTLM implementation with Windows SSPI,
i.e. NTLM, Kerberos and SSO will automatically be supported.
This is what the hand-written MinGW32 src/core/Makefile.mingw has
been doing all the time.
