We also define a brief synonym +for |\expandafter|, just to keep the individual lines of code reasonably short. +\EndComment + +\let \@nd = \empty +\let \@x = \expandafter + +\Comment +We will also need to compare a token which has been peeked at by |\futurelet| +with a space token; because of the difficulty of accessing such a space +token (which would usually be absorbed by a preceding control word), we +establish |\sp@cetoken| as a synonym. The code to achieve this is messy, +because of the very difficulty just outlined, and so we `waste' a control +sequence |\t@mp|; we then return this to the pool of undefined tokens. +\EndComment + +\let \sp@cetoken = \relax +\edef \t@mp {\let \sp@cetoken = \sp@ce} +\t@mp \let \t@mp = \undefined + +\Comment +The user-level macro |\letterspace| has exactly the same syntax as that for +|\hbox| and |\vbox|, as explained in the introduction; the delimited parameter +structure for this macro ensures that everything up to the open brace which +delimits the beginning of the text to be letter-spaced is absorbed as parameter +to the macro, and the brace-delimited text which follows is then assigned to the +token-list register |\l@tterspacetoks|; |\afterassignment| is used to regain +control once the assignment is complete. +\EndComment + +%%% Primary (user-level) macro + +\def \letterspace #1#% + {\def \hb@xmodifier {#1}% + \afterassignment \l@tterspace + \l@tterspacetoks = + } + +\Comment +Control then passes to |\l@tterspace|, which starts by setting an |\hbox| +containing the text to be typeset; the dimensions of this box (and therefore +of the text) are then saved in the open control sequences previously declared, +and the |\hbox| becomes of no further interest. + +A new |\hbox| is now created, in which the same text, but this time +letter-spaced, will be set; the box starts and ends with |\hss| glue so that if +only a single character is to be letter-spaced, it will be centered in the box. +If two or more characters are to be letter-spaced, they will be separated by +|\hsss| glue, previously declared, which by virtue of its greater degree of +infinity will completely override the |\hss| glue at the beginning and end; +thus the first and last characters will be set flush with the edges of the box. + +The actual mechanism by which letter-spacing takes place is not yet apparent, +but it will be seen that it is crucially dependent on the definition of +|\l@tt@rspace|, which is expanded as the box is being set; the |\@x| +(|\expandafter|) causes the actual tokens stored in |\l@tterspacetoks| to be +made available as parameter to |\l@tt@rspace| rather than the token-list +register itself, as it is these tokens on which |\l@tt@rspace| will operate. +The |\@nd| terminates the parameter list, and the |{}| which immediately +precedes it ensures that that there is always a null element at the end of the +list: without this, the braces which are needed to protect an accent/character +pair would be lost if such a pair formed the final element of the list, at the +point where they are passed as the second (delimited) parameter to |\p@rtiti@n|; +by definition, removes the outermost pair of braces from both simple and +delimited parameters during parameter substitution if such braces form the first +and last tokens of the parameter, and thus if a brace-delimited group ever +becomes the second element of a two-element list, the braces will be irrevocably +lost. The |{}| ensure that such a situation can never occur. +\EndComment + +%%% Secondary (implementation-level) macro + +\def \l@tterspace + {\setbox \l@tterspacebox = \hbox + {\the \l@tterspacetoks}% + \naturalwidth = \wd \l@tterspacebox + \naturaldepth = \dp \l@tterspacebox + \naturalheight = \ht \l@tterspacebox + \hbox \hb@xmodifier + \bgroup + \hss + \@x \l@tt@rspace + \the \l@tterspacetoks {}\@nd + \hss + \egroup + } + +\Comment +The next macro is |\l@tt@rspace|, which forms the crux of the entire operation. +The text to be letter-spaced is passed as parameter to this macro, and the +first step is to check whether there is, in fact, any such text; this is +necessary both to cope with pathological usage (e.g.~|\letterspace {}|), and to +provide an exit route, as the macro uses tail-recursion to apply itself +iteratively to the `tail' of the text to be letter-spaced; when no elements +remain, the macro must exit. + +Once the presence of text has been ensured, the token-list representing +this text is partitioned into a head (the first element), and the tail +(the remainder); at each iteration, only the head is considered, although +if the tail is empty (i.e.~the end of the list has been reached), special +action is taken. + +If the first element is a space, it is treated specially by surrounding it +with two globs of |\hsss| glue, to provide extra stretchability when compared +to the single glob of |\hsss| glue which will separate consecutive non-space +tokens; otherwise, the element itself is yielded, followed by a single glob +of |\hsss| glue. This glue is suppressed if the element is the last of the +list, to ensure that the last token aligns with the edge of the box. + +When the first element has been dealt with, the macro uses tail +recursion to apply itself to the remaining elements (i.e.~to the tail); +|\@x| (|\expandafter|) is again used to ensure that the tail is expanded +into its component tokens before being passed as parameter. +\EndComment + +%%% Tertiary (implementation-level) macro + +\def \l@tt@rspace #1\@nd + {\ifx \@nd #1\@nd + \let \n@xt = \relax + \else + \p@rtition #1\@nd + \ifx \h@ad \sp@ce \hsss \h@ad \hsss + \else + \h@ad + \ifx \t@il \@nd \else \hsss \fi + \fi + \@x \def \@x \n@xt \@x + {\@x \l@tt@rspace \t@il \@nd}% + \fi + \n@xt + } + +\Comment +The operation of token-list partitioning is conceptually simple: one passes the +token list as parameter text to a macro defined to take two parameters, the +first simple and the second delimited; the first element of the list will be +split off as parameter-1, and the remaining material passed as parameter-2. +Unfortunately this na\"\i ve approach fails when the first element is a bare +space, as the semantics of prevent such a space from ever being passed as +a simple parameter (it could be passed as a delimited parameter, but as one +does not know what token follows the space, defining an appropriate delimiter +structure would be tricky if not impossible). The technique used here relies +upon the adjunct macro |\m@kespacexplicit|, which replaces a leading bare space +by a space protected by braces; such spaces may legitimately be passed as simple +parameters. Once that operation has been completed, the re-constructed token +list is passed to |\p@rtiti@n|, which actually performs the partitioning as +above; again |\@x| (|\expandafter|) is used to expand |\b@dy| (the +re-constructed token list) into its component elements before being passed as +parameter text. +\EndComment + +%%% Adjunct macros -- list partitioning + +\def \p@rtition #1\@nd + {\m@kespacexplicit #1\@nd + \@x \p@rtiti@n \b@dy \@nd + } + +\def \p@rtiti@n #1#2\@nd + {\def \h@ad {#1}% + \def \t@il {#2}% + } + +\Comment +The operation of making a space explicit relies on prescience: the code needs +to know what token starts the token list before it knows how to proceed. +Prescience in is usually accomplished by |\futurelet|, and this code +is no exception: |\futurelet| here causes |\h@ad| to be |\let| equal to +the leading token, and control is then ceded to |\m@kesp@cexplicit|. + +The latter compares |\h@ad| with |\sp@cetoken| (remember the convolutions we +had to go through to get |\sp@cetoken| correctly defined in the first place), +and if they match (i.e.~if the leading token is a space), then |\b@dy| +(the control sequence through which the results of this operation will +be returned) is defined to expand to a protected space (a space surrounded by +braces), followed by the remainder of the elements; if they do not match +(i.e.~if the leading token is \stress {not} a space), then |\b@dy| is simply +defined to be the original token list, unmodified. If the leading token +\stress {was} a space, it must be replaced by a protected space: this is +accomplished by |\pr@tectspace|. + +The |\pr@tectspace| macro uses a delimited parameter structure, as do most +of the other macros in this suite, but the structure used here is unique, +in that the initial delimiter is a space. Thus, when a token-list starting +with a space is passed as parameter text, that space is regarded as matching +the space in the delimiter structure and removed; the expansion of the macro +is therefore the tokens remaining once the leading space has been removed, +preceded by a protected space |{ }|. +\EndComment + +%%% Adjunct macros -- ... -> {}... + +\def \m@kespacexplicit #1\@nd + {\futurelet \h@ad \m@kesp@cexplicit #1\@nd} + +\def \m@kesp@cexplicit #1\@nd + {\ifx \h@ad \sp@cetoken + \@x \def \@x \b@dy + \@x {\pr@tectspace #1\@nd}% + \else + \def \b@dy {#1}% + \fi + }% + +\@x \def \@x \pr@tectspace \sp@ce #1\@nd {{ }#1} + +\Comment +The final step is to re-instate the category code of commercial-at. +\EndComment + +%%% re-instate category code of commercial-at + +\catcode `\@ = \the \@code + +\Comment +Thus letter-spacing is accomplished. Durante esse per\'{\i}odo tamb\'{e}m + foi observado um aumento do valor da aposentadoria domiciliar per + capita (a renda da aposentadoria dos domic\'{\i}lios dividida pelo + n\'{u}mero de moradores destes domic\'{\i}lios). Essas mudan\c{c}as + foram mais intensas para os trabalhadores com baixo n\'{\i}vel de + qualifica\c{c}\~{a}o. De acordo com o argumento proposto neste + artigo, a maior renda decorrente da aposentadoria aumentou o + sal\'{a}rio de reserva dos trabalhadores, ainda que os + benef\'{\i}cios fossem recebidos por outros membros do + domic\'{\i}lio que n\~{a}o os participantes da PEA. O sal\'{a}rio de + reserva mais elevado, por sua vez, teria gerado um aumento da + press\~{a}o salarial, levando a maiores taxas de desemprego, assim + como \`{a} maior incid\^{e}ncia de desemprego de longo prazo. Os + resultados, usando dados da PNAD de 1981 a 1999, mostram que maiores + aposentadorias est\~{a}o relacionadas a taxas mais altas de + desemprego e de desemprego de longo prazo para os trabalhadores + n\~{a}o-qualificados.}{During the nineties the unemployment rate and + the household retirement income per capita rose sharply in + Brazil. It happened in a more intense way for the unskilled workers + than for the other groups. According to the argument of this paper, + the increase in household retirement income could have affected + workers reservation wage, augmenting their wage pressure. In this + way, wage pressure changes could have implied higher unemployment + and long-term unemployment rates. The empirical evidence, using PNAD + data from 1981 to 1999, shows that household retirement income has a + positive effect on the unemployment rate and on the long-term + unemployment rate for unskilled workers.} + +\section{Introdu\c{c}\~{a}o} + +Ao longo dos anos noventa, houve um importante aumento da taxa de +desemprego aberto no Brasil. Dados da PNAD para indiv\'{\i}duos entre +25 e 59 anos nas \'{a}reas urbanas mostram que a taxa de desemprego +aberto subiu de 3,1\% para 8,6\% da Popula\c{c}\~{a}o Economicamente +Ativa (PEA) entre 1990 e 1999. Os aumentos da taxa de desemprego foram +mais acentuados entre os trabalhadores menos qualificados, com menores +sal\'{a}rios, do que entre os mais qualificados. Enquanto a taxa de +desemprego dos trabalhadores qualificados aumentou 4,4 pontos +percentuais entre 1990 e 1999, a taxa dos n\~{a}o-qualificados +aumentou 6,64 pontos percentuais.\footnote{Os trabalhadores s\~{a}o + divididos em tr\^{e}s grupos de qualifica\c{c}\~{a}o, com base no + n\'{\i}vel de escolaridade: n\~{a}o-qualificados (indiv\'{\i}duos + que n\~{a}o completaram o prim\'{a}rio), semi-qualificados + (definidos como os indiv\'{\i}duos com o segundo grau incompleto) e + qualificados (com pelo menos o segundo grau completo).} + +O aumento mais intenso da taxa de desemprego para os trabalhadores com +n\'{\i}veis mais baixos de qualifica\c{c}\~{a}o pode, pelo menos em +parte, ser explicado pelo intenso processo de incorpora\c{c}\~{a}o de +novas tecnologias que se seguiu \`{a} abertura da economia brasileira +no in\'{\i}cio dos anos noventa. Como estas s\~{a}o tecnologias mais +intensivas em trabalhadores qualificados, a demanda relativa por +trabalho n\~{a}o-qualificado deve ter ca\'{\i}do ao longo do +per\'{\i}odo. Como a estrutura da oferta varia mais lentamente, o +resultado \'{e} mais desemprego para este grupo de +trabalhadores. Por\'{e}m, como este \'{e} tamb\'{e}m o segmento mais +flex\'{\i}vel do mercado de trabalho, ou seja, a le\-gisla\c{c}\~{a}o +trabalhista \'{e} menos efetiva e t\^{e}m baixa capacidade de +organiza\c{c}\~{a}o sindical, a pergunta \'{e} porque os sal\'{a}rios +reais n\~{a}o se ajustaram para evitar este aumento da taxa de +desemprego. O comportamento do rendimento m\'{e}dio do trabalho +principal sugere que efeitos relacionados \`{a} press\~{a}o salarial +devem ter tido um papel importante nesse sentido. Apesar dos +trabalhadores n\~{a}o-qualificados terem experimentado o maior aumento +na taxa de desemprego, seus rendimentos aumentaram em rela\c{c}\~{a}o +aos semi-qualificados e qualificados. O comportamento do sal\'{a}rio +m\'{\i}nimo poderia ter levado a esses resultados sobre o desemprego e +os rendimentos. Entretanto, n\~{a}o se nota uma tend\^{e}ncia clara de +aumento do valor real do sal\'{a}rio m\'{\i}nimo entre o final da +década de oitenta e o final dos anos noventa. + +Um segundo fato estilizado importante ocorrido a partir da d\'{e}cada +de noventa foi o aumento do valor da aposentadoria domiciliar per +capita (ou seja, da renda da aposentadoria dos domic\'{\i}lios +dividida pelo n\'{u}mero de moradores destes mesmos domic\'{\i}lios). +Este aumento foi acompanhado de forte redu\c{c}\~{a}o do rendimento do +trabalho principal. O resultado foi que a participa\c{c}\~{a}o das +aposentadorias na renda domiciliar per capita cresceu substancialmente +na d\'{e}cada de noventa. + +Neste artigo, argumentamos que estes dois fen\^{o}menos est\~{a}o +intimamente interligados. A maior renda decorrente da aposentadoria +teria aumentado o sal\'{a}rio de reserva dos trabalhadores, ainda que +os benef\'{\i}cios fossem recebidos por outros membros do +domic\'{\i}lio que n\~{a}o os participantes da PEA, supondo que esta +renda fosse distribu\'{\i}da entre os membros dos domic\'{\i}lios. O +aumento do sal\'{a}rio de reserva, por sua vez, teria gerado um +aumento da press\~{a}o salarial, levando a maiores taxas de desemprego +e \`{a} maior incid\^{e}ncia de desemprego de longo prazo, definida +nesse trabalho como a propor\c{c}\~{a}o dos desempregados com mais de +um ano nesta condi\c{c}\~{a}o. Os aumentos no sal\'{a}rio reserva +tamb\'{e}m teriam influenciado as decis\~{o}es de participa\c{c}\~{a}o +dos trabalhadores.\footnote{O ap\^{e}ndice procura apresentar esse + argumento com mais detalhes.} + + +\section{Mercado de Trabalho e Sistema de Aposentadorias no Brasil: Uma Breve Descri\c{c}\~{a}o das Principais Altera\c{c}\~{o}es nos Anos 80 e 90} + +A d\'{e}cada de noventa foi marcada por mudan\c{c}as importantes no +mercado de trabalho brasileiro. O processo de liberaliza\c{c}\~{a}o, +iniciado em 1988, foi intensificado a partir de 1990. Com isso, a +demanda relativa por trabalho qualificado parece ter sido bastante +alterada. Tecnologias mais modernas passaram a ser incorporadas ao +processo produtivo com muito mais intensidade a partir da d\'{e}cada +de noventa, aumentando a demanda por trabalhadores qualificados em +rela\c{c}\~{a}o aos trabalhadores com n\'{\i}veis mais baixos de +qualifica\c{c}\~{a}o \citep{Fernandes:2002}. A maior entrada de +produtos industrializados aumentou a competi\c{c}\~{a}o no mercado +interno. Al\'{e}m disso, durante os anos noventa, ocorreu um programa +de privatiza\c{c}\~{o}es bastante amplo, o que tamb\'{e}m deve ter +contribu\'{\i}do para alterar a estrutura da demanda por trabalho +atrav\'{e}s do aumento da competi\c{c}\~{a}o no mercado dom\'{e}stico. +Outro fato importante observado durante esse per\'{\i}odo foi a +altera\c{c}\~{a}o na composi\c{c}\~{a}o da for\c{c}a de trabalho por +educa\c{c}\~{a}o, com o aumento na participa\c{c}\~{a}o de +indiv\'{\i}duos mais escolarizados na Popula\c{c}\~{a}o Economicamente +Ativa. + +A legisla\c{c}\~{a}o trabalhista tamb\'{e}m passou por +modifica\c{c}\~{o}es importantes com a aprova\c{c}\~{a}o da +constitui\c{c}\~{a}o de 1988, gerando uma s\'{e}ria de +restri\c{c}\~{o}es ao funcionamento do mercado de trabalho +\citep{Barros:1999}. Os custos das firmas com a m\~{a}o-de-obra foram +aumentados e a nova legisla\c{c}\~{a}o ampliou os incentivos para os +trabalhadores provocarem a pr\'{o}pria demiss\~{a}o, elevando a +rotatividade no mercado de trabalho \citep{Gonzaga:2003}. + +A Constitui\c{c}\~{a}o de 1988 instituiu uma s\'{e}rie de mudan\c{c}as +no sistema previdenci\'{a}rio brasileiro. Como resultado dessas +reformas, os gastos com aposentadoria aumentaram consideravelmente nos +anos noventa, principalmente pelo aumento no n\'{u}mero de +beneficiados \citep{Giambiagi:1997,Najberg:1999}. Para as mulheres, o +tempo de servi\c{c}o necess\'{a}rio para a aposentadoria foi reduzido +em 5 anos. A concess\~{a}o de aposentadoria por idade tamb\'{e}m +sofreu uma redu\c{c}\~{a}o de 5 anos para os trabalhadores rurais em +rela\c{c}\~{a}o aos trabalhadores urbanos. Al\'{e}m disso, a LOAS (Lei +Org\^{a}nica de Assist\^{e}ncia Social) aboliu a necessidade de +contribui\c{c}\~{a}o para a concess\~{a}o de benef\'{\i}cios por +idade. Trabalhadores rurais tiveram ganhos nos valores dos +benef\'{\i}cios com a equipara\c{c}\~{a}o entre trabalhadores rurais e +urbanos. Antes da constitui\c{c}\~{a}o o menor benef\'{\i}cio +concedido a um trabalhador urbano era de 1 sal\'{a}rio m\'{\i}nimo, +enquanto o valor m\'{\i}nimo para um trabalhador rural era de 50\% do +valor do sal\'{a}rio m\'{\i}nimo. Os Servidores p\'{u}blicos +tamb\'{e}m tiveram vantagens consider\'{a}veis, j\'{a} que as +aposentadorias passaram a ocorrer com proventos iguais a ultima +remunera\c{c}\~{a}o do trabalhador. Em 1998, uma nova reforma limitou +a generosidade do sistema de previd\^{e}ncia brasileiro. + + + +\section{An\'{a}lise Descritiva} + +Esta se\c{c}\~{a}o descreve os comportamentos do desemprego, da renda +de aposentadoria e da taxa de participa\c{c}\~{a}o, durante as +d\'{e}cadas de 80 e 90. Essas an\'{a}lises s\~{a}o implementadas tanto +em termos agregados como para cada n\'{\i}vel de qualifica\c{c}\~{a}o +separadamente, procurando identificar diferen\c{c}as nas +trajet\'{o}rias entre esses grupos. + + +\subsection{Desemprego} + +A tabela~\ref{tab:1} apresenta dados relativos ao desemprego agregado +entre 1981 e 1999. Nota-se, pela primeira coluna, que durante a +d\'{e}cada de noventa ocorreu um grande aumento na taxa desemprego, +que passou de 3,12\% em 1990 para 8,58\% em 1999. Como mostra a +segunda coluna, tamb\'{e}m a partir de 1990, aumenta substancialmente +o desemprego de longo prazo. A taxa de desemprego de longo prazo +passou de 0,97\% em 1990 para 4,48\% em 1999. Entre 1990 e 1999 a +porcentagem dos desempregados que estavam sem emprego h\'{a} um ano ou +mais aumentou de 31\% para 52\%. Contrastando com essas evid\^{e}ncias +para os anos noventa, na d\'{e}cada anterior n\~{a}o se nota qualquer +tend\^{e}ncia espec\'{\i}fica para essas tr\^{e}s vari\'{a}veis. + +\begin{table}[htbp] +\centering +\scalefont{0.85} +\caption{Taxas de Desemprego (\%) -- 1981:1999}\label{tab:1} +\begin{tabular}{|c|c|c|c|} \hline + & Taxa de desemprego & Taxa de desemprego de & Desempregados há mais de \\ + & & longo prazo & um ano sem emprego \\ \hline +Ano & (1) & (2) & (3) \\ \hline + 81 & 3,35 & 1,05 & 31,39 \\ + 82 & 3,01 & 0,87 & 28,94 \\ + 83 & 4,23 & 1,22 & 28,85 \\ + 84 & 3,37 & 1,22 & 36,08 \\ + 85 & 2,67 & 0,98 & 36,75 \\ + 86 & 1,82 & 0,62 & 33,92 \\ + 87 & 2,80 & 0,79 & 28,14 \\ + 88 & 2,95 & 1,00 & 33,83 \\ + 89 & 2,49 & 0,79 & 31,90 \\ + 90 & 3,12 & 0,97 & 31,13 \\ + 92 & 5,94 & 2,39 & 40,24 \\ + 93 & 5,48 & 2,39 & 43,60 \\ + 95 & 5,31 & 2,04 & 38,35 \\ + 96 & 6,18 & 2,81 & 45,46 \\ + 97 & 6,90 & 3,11 & 45,06 \\ + 98 & 7,70 & 3,89 & 50,44 \\ + 99 & 8,58 & 4,48 & 52,22 \\ \hline +$\Delta$(99-81) & 5,23 & 3,43 & 20,83 \\ +$\Delta$(99-90) & 5,46 & 3,51 & 21,09 \\ \hline +\multicolumn{4}{p{11cm}}{\scriptsize Fonte: PNAD. Para isso, \'{e} considerado um +modelo de uma economia com fluxos de entrada e sa\'{\i}da de +indiv\'{\i}duos do desemprego para o emprego, semelhante \`{a} +\cite{Pissarides:2000}. + +Nesse modelo empregos s\~{a}o criados e destru\'{\i}dos +continuamente. A cada instante de tempo uma fra\c{c}\~{a}o ex\'{o}gena +s dos empregos, ocupados ou vagos, se torna n\~{a}o-produtiva e \'{e} +fechada. Quando os empregos est\~{a}o preenchidos, eles geram um +n\'{\i}vel de produ\c{c}\~{a}o igual a $y$ a cada instante de tempo. A +for\c{c}a de trabalho \'{e} normalizada para 1, sendo que u +indiv\'{\i}duos est\~{a}o desempregados e $n = (1-u)$ est\~{a}o +empregados. As vagas oferecidas nessa economia s\~{a}o representadas +por $v$, e a cada instante de tempo $h$ trabalhadores s\~{a}o +contratados. O processo atrav\'{e}s do qual vagas e trabalhadores +s\~{a}o encaixados \'{e} representado atrav\'{e}s da fun\c{c}\~{a}o +\emph{matching}: $h_{t} =m\left( u,v\right)$; onde $m_{u} \geq 0$ e +$m_{v} \geq 0$, e $m\left( u,v\right)$ tem retornos constantes de +escala.\footnote{Essa fun\c{c}\~{a}o resume as heterogeneidades, + fric\c{c}\~{o}es e informa\c{c}\~{o}es imperfeitas no mercado de + trabalho, que fazem com que recursos sejam gastos na + aquisi\c{c}\~{a}o de informa\c{c}\~{a}o e re-treinamento de + empregados, por exemplo. Nessa fun\c{c}\~{a}o est\~{a}o + representados os investimentos de recursos por parte das firmas e + dos trabalhadores nesse processo.} Portanto, a din\^{a}mica do +desemprego nessa economia \'{e} dada por: +$\overset{\bullet}{u}=s(1-u)-h$. + +Supondo uma fun\c{c}\~{a}o utilidade crescente e c\^{o}ncava, +varia\c{c}\~{o}es na renda proveniente da aposentadoria do pr\'{o}prio +trabalhador ou de outro membro da fam\'{\i}lia no domic\'{\i}lio, +desde que esta renda seja distribu\'{\i}da entre os integrantes do +domic\'{\i}lio, podem influenciar a taxa de desemprego de +equil\'{\i}brio.\footnote{\cite{Blanchard:1989}.} De acordo com o +modelo, um aumento na renda da aposentadoria no domic\'{\i}lio levaria +a um aumento no sal\'{a}rio de reserva dos trabalhadores, que se +tornariam mais seletivos em rela\c{c}\~{a}o \`{a}s propostas de +emprego. Esse aumento no sal\'{a}rio de reserva faria com que a +press\~{a}o salarial se tornasse maior. Com isso, o incentivo para a +cria\c{c}\~{a}o de vagas por parte das firmas diminuiria, j\'{a} que +os sal\'{a}rios pagos aos trabalhadores seriam mais altos. Como +resultado, a taxa de sa\'{\i}da dos trabalhadores do desemprego +diminuiria, provocando aumentos na taxa de desemprego de +equil\'{\i}brio, assim como na dura\c{c}\~{a}o do desemprego. + +J\'{a} para descrever o efeito da aposentadoria sobre a decis\~{a}o de +cada indiv\'{\i}duo de participar do mercado de trabalho, s\~{a}o +acrescentadas algumas hip\'{o}teses ao modelo. Seguindo +\cite{Pissarides:2000}, supomos que os trabalhadores fora da for\c{c}a +de trabalho recebem uma utilidade l$_{0}$ proveniente do lazer. O +efeito do lazer sobre a utilidade varia entre os indiv\'{\i}duos por +diferen\c{c}as nas prefer\^{e}ncias,\footnote{\cite{Pissarides:2000} + justifica a hip\'{o}tese do lazer para indiv\'{\i}duos que n\~{a}o + participam ser maior do que para os desempregados pelos custos de + busca e pela indivisibilidade do tempo para algumas atividades de + lazer.} onde $l_{0}$ segue uma distribui\c{c}\~{a}o com densidade +acumulada H(l$_{0}$). Supomos tamb\'{e}m que essa utilidade com o +lazer \'{e} complementar a renda do indiv\'{\i}duo. + +A utilidade de um indiv\'{\i}duo que n\~{a}o participa do mercado de +trabalho \'{e} $l_{0} g\left( A\right)$, onde $l_{0}>1$ e $A$ \'{e} a +renda com aposentadoria. Portanto, um indiv\'{\i}duo prefere +participar do mercado de trabalho se $rV_{U} >l_{0} g\left( A\right)$, +ou seja, se o valor presente esperado da utilidade do indiv\'{\i}duo, +caso esteja desempregado, for superior a utilidade obtida sem +participar. Pode-se mostrar que isso \'{e} equivalente a seguinte +condi\c{c}\~{a}o: $\frac{\left( r+s\right) g\left( A\right) +\left( + h/u \right) g\left( w+A\right) }{\left( r+s\right) +\left( h/u + \right) } >l_{0} g\left(A\right)$. + +Portanto, a regra que define a participa\c{c}\~{a}o de um +indiv\'{\i}duo com utilidade do lazer igual a $l_{0}$ \'{e} dada por: +$P=\frac{\left( r+s\right) g\left( A\right) +\left( h/u \right) + g\left(w+A\right) }{\left( r+s\right) +\left( h/u \right) } -l_{0} +g\left(A\right)$. + +Se $P>0$, o indiv\'{\i}duo participa. Caso contr\'{a}rio, ele prefere +n\~{a}o participar do mercado de trabalho. O efeito de uma +varia\c{c}\~{a}o na aposentadoria sobre essa decis\~{a}o pode ser +avaliado pela derivada abaixo: + +\begin{eqnarray} +\frac{\partial P}{\partial A} &=&\Biggl\{ \left[ \left( 1-l_{0} \right) +g^{\prime} \left( A\right) \left( r+s\right) \right] +\left[ g\left( +w+A\right) -g\left( A\right) \right] \left( \frac{r+s}{D} \right) +\frac{\partial \left( h/u \right) }{\partial A} \\ \nonumber +&+&\left( \frac{h}{u} +\right) g^{\prime} \left( w+A\right) \left[ 1+\frac{\partial w}{\partial +\left( h/u \right) } \frac{\partial \left( h/u \right) }{\partial A} +\right] -l_{0} g^{\prime} \left( A\right) \left( \frac{h}{u} \right) +\Biggr\} \frac{1}{D} +\end{eqnarray} +onde $D=\left[ r+s+\left( h/u \right) \right] >0$. + +O primeiro termo da equa\c{c}\~{a}o acima \'{e} negativo, pois $\left( + 1-l_{0} \right)<0$. O segundo termo tamb\'{e}m \'{e} negativo, +j\'{a} que $\left[ g\left( w+A\right) -g\left( A\right) \right] >0$ e +$\frac{\partial \left( h/u \right) }{\partial A} <0$, e pode-se +mostrar que $\left[ \frac{\partial w}{\partial \left( h/u \right) } + \frac{\partial \left( h/u \right) }{\partial A} \right] >0$. Pelas +caracter\'{\i}sticas da fun\c{c}\~{a}o $g\left( \bullet \right)$ , que +fazem com que $\left[ g^{\prime} \left( w+A\right) 1$, a soma do +terceiro com o quarto termo deve ser negativa, exceto se a +varia\c{c}\~{a}o no sal\'{a}rio proporcionada pelo aumento na +aposentadoria for suficientemente elevada. Portanto, uma maior +aposentadoria incentivaria a n\~{a}o-participa\c{c}\~{a}o atrav\'{e}s +da redu\c{c}\~{a}o na taxa de sa\'{\i}da do desemprego para o emprego, +e pelo fato do lazer e a renda da aposentadoria serem complementares. +Por outro lado, o aumento no sal\'{a}rio de equil\'{\i}brio contribui +para reduzir esse efeito. \'{E} importante notar que pelas +caracter\'{\i}sticas do modelo, com retornos constantes de escala para +a fun\c{c}\~{a}o de produ\c{c}\~{a}o e a fun\c{c}\~{a}o +\emph{matching}, mudan\c{c}as na participa\c{c}\~{a}o n\~{a}o +influenciam os resultados para a taxa de desemprego. + + +\begin{table}[htbp] +\centering +\scalefont{0.85} +\setlength{\tabcolsep}{1.3pt} +\caption{Taxa de Participação dos Homens por Qualificação (\%) -- 1981: 1999}\label{tab:22} +\begin{tabular}{|c|c|c|c|c|} \hline + & Não- & Semi- & Qualificados & Total \\ + & qualificados & qualificados & & \\ \hline +Ano & (1) & (2) & (3) & (4) \\ \hline + 81 & 89,43 & 93,06 & 95,28 & 92,14 \\ + 82 & 89,79 & 93,01 & 96,05 & 92,38 \\ + 83 & 89,51 & 92,87 & 95,46 & 92,21 \\ + 84 & 88,63 & 92,59 & 95,47 & 91,80 \\ + 85 & 89,42 & 92,91 & 95,79 & 92,39 \\ + 86 & 89,36 & 92,72 & 95,55 & 92,31 \\ + 87 & 89,97 & 93,88 & 96,03 & 93,19 \\ + 88 & 90,01 & 93,28 & 95,84 & 92,90 \\ + 89 & 89,06 & 93,04 & 96,09 & 92,62 \\ + 90 & 89,14 & 93,31 & 94,87 & 92,53 \\ + 92 & 88,88 & 92,44 & 95,21 & 92,10 \\ + 93 & 88,26 & 92,75 & 95,03 & 92,07 \\ + 95 & 87,68 & 92,90 & 94,99 & 92,04 \\ + 96 & 86,24 & 91,47 & 94,12 & 90,85 \\ + 97 & 86,95 & 91,71 & 94,32 & 91,24 \\ + 98 & 86,20 & 91,04 & 94,02 & 90,73 \\ + 99 & 86,51 & 91,42 & 93,75 & 90,94 \\ \hline +$\Delta$ (99-81) & -2,91 & -1,64 & -1,54 & -1,20 \\ \hline +$\Delta$ (90-81) & -0,29 & 0,24 & -0,42 & 0,40 \\ \hline +$\Delta$ (99-90) & -2,62 & -1,88 & -1,12 & -1,59 \\ \hline +\multicolumn{5}{p{10cm}}{\scriptsize Fonte: PNAD.
