Makefile: Keep track of distributor (debian/ubuntu)

* Makefile (debclean): New rule split from debrevision and
debrelease.
(debbuild): Take distributor into account.
* Makefile.defs (DISTRIBUTOR): New field that tracks what
vendor/distributor we are building for.
