Installer: Create some icons regardless of the "no Start Menu" toggle
Unfortunately, the "Don't create a Start Menu folder" toggle affects all
entries in the Icons section that do not have a task assigned, not just icons
that are located in the Start Menu. As a work-around, create non-Start-Menu-
icons using CreateShellLink(). Fixes msysGit issue 444:
