vim: update release.sh to vim 7.3
Vim 7.3 contains a number of bug fixes and a few new features,
such as persistent undo and undo for reload.
Upstream vim uses Mercurial rather than git. Until remote-hg is
usable, let's just use a tarball to grab the sources.
