Get basic user configuration working
Use Config::IniFiles to read INI-style kartero configuration in user's
home directory. Configuration is in two sections, one for the local
server and another from the remote relay.
Add sample karterorc configuration, and let kartero use authentication
when such is provided in the user's config.
