doc: Use T1 font encoding
Add \usepackage[T1]{fontenc} to the manual. This ensures the correct
generation of accented letters.
The default OT1 encoding causes an error when using BibLatex 3.4 and
Biber 2.4 when processing one of the .bib entries that contains a \c{c}:
! Illegal parameter number in definition of \z.
