Debian packaging improvements.
* debian/compat: Switch to 4, for Maemo/Gregale's benefit.
* debian/control (Build-Depends): Require `debhelper' >= 4 (needed by
Maemo/Gregale); don't require `gnulib'.
(Depends): Don't explicitly list `guile-1.8-libs' since it's
automatically detected anyway.
* debian/rules (configure-stamp): Don't completely override `PATH'.
