ports: Fixed seeking for custom binary input ports.
* src/ports.c (cbip_seek): Fixed.
* tests/io-ports.test (7.2.7 Input Ports)[custom binary input port does
not support `port-position']: New test.
[custom binary input port supports `port-position']: New test.
