doc: drop description of BV_GBR_NONE
This was missing from 39ab0da (Use piplib during basis reduction
if no other LP solvers are available, Mon Aug 6 21:56:56 2007 +0200).
That commit replaced BV_GBR_NONE by BV_GBR_PIP, but BV_GBR_PIP
itself has been defunct since 8ebc128 (stop using pip as LP solver,
Fri Dec 24 18:23:01 2010 +0100), so there is no point
in adding it to the documentation now.
