Use bundled piplib by default
The configure option --with-piplib which was used to specify
the prefix of the installed piplib has been renamed to
--with-piplib-prefix. The option --with-piplib is now
used to specify whether to use the installed (system)
piplib or the bundled piplib.
Since we now bundle piplib, the system piplib is assumed
to have all the required features.
