ctdb-scripts: Remove failsafe that drops all IPs on failed shutdown

IPs are dropped in the shutdown event.

If a watchdog is necessary to ensure public IPs aren't on interfaces
when CTDB isn't running, then see ctdb-crash-cleanup.sh.
