Adding the sqlite3 database.yml

config/database.yml	[new file with mode: 0644]	blob
db/sqlite3/.placeholder	[new file with mode: 0644]	blob

Parse logs (initially from irc conversations) and pull out question-answer pairs which will be published to the web
